General Information
The marketing and use of explosives precursors in the European Union is regulated by Regulation 2019/1148.
The Regulation establishes harmonised rules concerning the making available, introduction, possession and use of substances or mixtures that could be misused for the illicit manufacture of explosives, with a view to limiting the availability of those substances or mixtures to members of the general public and with a view to ensuring the appropriate reporting of suspicious transactions throughout the supply chain, ensuring public safety.
For the implementation of the Regulation the national Law titled «on the Marketing and Use of Explosive Precursors Law (Law no. 48(Ι)2021)» was enacted.
Restricted explosives precursors shall not be made available to, or introduced, possessed or used by members of the general public. These substances are listed in Annex I of the Regulation.
A mechanism is established for reporting suspicious transactions, as well as significant disappearances and thefts involving the substances listed in Annexes I and II of the Regulation to the national contact point which is the Police.
